The Trust Department officers and employees are experienced in providing financial services to our clients. The Bank is progressive in bringing new technologies and services to its customers. We look forward to the opportunity of serving you as our client.
The local Trust Officers and personnel are available during regular business hours for assistance, information, and consultation as needed. Personnel in the Trust Department include four Trust Officers and three operations clerks. The Trust Officers are as follows:
Joe Payne, Senior Vice President & Trust Manager
Joe has managed the Trust Department since 2001 when he moved back to San Angelo. He has 27 years of trust and banking experience including years with Wells Fargo Bank (and its predecessors) in San Angelo and Lubbock. Joe is a graduate of Angelo State University and also has earned the designation of Certified Trust and Financial Advisor from the American Bankers Association.

David Vann, Vice President
David has 19 years in Banking and Trust Services. A native of San Angelo, David graduated from the University of Texas at Austin, the Southwestern Graduate School of Banking at SMU, and the Texas Bankers Association Trust School. Prior to his banking experience, David was a commercial real estate Appraiser in San Angelo and the Dallas area.

Brenda Smith, Trust Operations Officer
Brenda has over 34 years in Banking and Trust services. Also a native of San Angelo, Brenda attended San Angelo Lake View High School as well as numerous Bank and Trust Schools and Seminars. Prior to coming to Texas Bank she worked for Wells Fargo Bank and its predecessors, including First City Bank in San Angelo.

Luke Brame, Trust Officer
Luke has 10 years experience in the financial services industry with Norwest Financial and most recently with Wells Fargo Bank of San Angelo. Raised in Eldorado, Luke graduated from Southwest Texas State University and also completed a Master’s degree at St. Edward’s University. Prior to returning to the San Angelo area in 2005, he spent 8 years living and working in various parts of Mexico as a director of language centers.

The Trust Department also has an operations staff of 3 experienced people responsible for the daily transaction posting to accounts and other trust operations functions.
Administration and Location of Operations
All account administration and operations are conducted locally at the Bank’s offices at 2201 Sherwood Way. The Trust Department uses account and asset custody processing services provided by Sungard Trust Systems and the BONY Custody Services. These companies are industry leaders in providing accounting and custodial systems, as well as assistance to Trust Departments and other institutional investors nationwide.
